What is wrong with my kfx400 atv and how can i fix it?

it starts and idles but when i touch the throttle it sputters and bogs down and shuts off. adn before it shuts off, puffs of white smoke come out the exhaust pipe. i think the carb is clogged and the float is stuck open. or maybe the valves? what is wrong with it?
