Why can't women and gay people join the military?

In my country, at least, if someone is a , they can issue a special doent that allows them to skip the military training (this doent stigmatizes someone for the rest of their lives...). But why? I mean, gay people are just as capable. And what about women? OK, biologically women are not as strong as men, but strength is not the only attribute needed in the army.
