Who composed 'The Wedding Waltz' which stops abruptly?

I know the piece is called 'The Wedding Waltz' and that it stops abruptly but would like to know who composed it? It used to be performed on 'Omusic TV' by what looked like a small orchestra. That is where I first heard it. Sorry I can't provide more information but I cannot find it anywhere without knowing the composer. Thanks.
