Can a landlord refuse final walk through and then take all deposit for bogus stuff?

He came unhinged one day for my husband putting an antenna up. He was screaming and swearing with my 4 yo right there. I called the cops and he got cited. We found a place very quickly. He kept sending us bull letters about 5 days to vacate. I knew he couldn't that and wrote to him letting him know that his letter was illegal and we'd like a walk though which he denied us. Now he says he needs to replace the carpet. This carpet is from the 70's. There's no way we damaged it that much. We only lived there for 9 months and were on month to month with no agreement. What are my rights. This guy is totally unhinged and I can't let him bully us this way. What's the first and second steps.
