Some people can cause electrical disturbances when they are near electrical devices. What causes that?

I wonder if there are people like me who cause electrical disturbances when near appliances? When I go walking, when I p by streetlights they either go out or flicker until I am well by them. When I turn on many electrical devices I get zapped for no apparent reason, not life threatening just enough to make my hand tingle quite a bit. I cannot wear watches because they don't keep time for more than a week. Often when I touch someone, they get a real big shock that really frightens them. People are hesitant to hug or touch me, and my dog gets zapped all the time when I pet her especially around her nose area. Is there a known cause for this or a solution to make this stop? It drives me nuts, and costs me money replacing appliances all the time because they don't last long with me using them...... If anyone knows more about this I would love to hear about any theory or cure.
